Failure to deliver to the people of South Africa could not be blamed on apartheid after two decades of democracy, President Jacob Zuma said on Friday, according to an SABC report.
"After two decades we will not be able to make an excuse if we do not deliver faster change in the lives of our people," Zuma told director generals and deputy director generals from national and provincial government in Esselen Park, east of Johannesburg.
"We will not be able to blame apartheid if villages still have no water, no electricity, no roads. We will not be able to blame anyone else if children still study under trees, if houses and schools are falling apart."
Zuma's first term in office would conclude as the country celebrated 20 years of democracy in 2014.
The president was faced with months of protests against a lack of service delivery after his inauguration last year.
Protests continued into 2010 in various parts of the country, with communities growing increasingly frustrated over the slow pace of delivery of key services. - Sapa
